Purpose of the Role:
The Programs Quality Manager will strengthen the quality, accountability and impact of ADRA PNG’s development and humanitarian programs. The role provides oversight in DMEL/MEL systems, donor compliance, reporting quality, data use, learning and technical support to project teams.

The position requires strong analytical skills, project management experience, sound judgement and the ability to work effectively with staff, donors, government, partners and communities.

KEY RESPONSIBILITIES AND PERFORMANCE EXPECTATIONS

1. MEL / DMEL Systems Strengthening
Lead the development, standardization and continuous improvement of ADRA PNG DMEL systems, tools and policies across all active projects.

Organization-wide MEL system operational and used across active projects
DMEL policy reviewed and updated annually
Standard MEL tools adopted across projects
Staff feedback shows improved confidence in MEL systems

2. Program Monitoring, Reporting and Compliance
Oversee monitoring, reporting and donor compliance processes to ensure accuracy, quality and timeliness.

Donor reports submitted on time
Internal report quality ratings improved
No major donor compliance issues or audit findings
Project teams comply with agreed reporting protocols

3. Data Management, Quality and Use
Ensure beneficiary tracking, LogAlto and other data systems are accurate, up to date and used for decision-making.

Beneficiary tracking updated quarterly
Data quality checks completed with high accuracy
Quarterly program reviews use evidence and data
Data inconsistencies reduced through spot checks

4. Project Design and MEL Integration
Lead strong MEL integration in new project designs, including theories of change, log frames and MEL plans.

New projects include approved MEL frameworks
Proposal quality improves through stronger evidence and logic
Donor revisions linked to weak MEL design are reduced
Submissions align with donor and ADRA standards

5. Evaluations, Research and Learning
Oversee baselines, midlines, endlines and learning reviews so findings are captured and applied.

Projects have clear evaluation plans
At least two organization-wide learning reviews conducted annually
Lessons learned inform new proposals and project adaptations
Evaluation findings presented to management for decisions

6. Capacity Building and Technical Support
Train, mentor and support project teams to strengthen MEL practice and reporting quality.

At least four formal MEL trainings conducted annually
Staff MEL competencies improve through pre/post assessments
Project teams receive ongoing technical support
Tools and reports become more consistent across projects

7. Proposal Development and Program Growth
Support high-quality proposals with strong evidence, logical frameworks and donor alignment.

Contributes to major funding proposals
MEL frameworks included in proposals
Proposal success rate improves where data is available
Positive donor feedback on proposal quality

8. Leadership and Team Management
Lead the Program Quality team with clear workplans, accountability and staff development.

Annual performance plans and reviews completed
Department workplan implemented and tracked quarterly
Staff engagement and retention remain within organizational benchmarks
Staff capacity growth and succession development are evident

9. Knowledge Management and Communication
Support documentation and communication of results, learning and impact stories for internal and external audiences.

Program insights, case studies and success stories produced regularly
Donor visibility and communication requirements met
Program data and reports are easier to access and use
Quality outputs produced with communications teams
