When asked if they have a continuity plan, most businesses in San Diego would actually say yes. And then they’d go on and talk about how they have all sorts of backups, even some emergency contacts, and how they fully expect that things will be fine during a crisis. There’s no gentle way to put it, but that’s not really a plan. It’s just plain optimism.
